金华湖海塘复耕改造工程景观设计 | 中交四航院+赤地设计

项 目 概 述

Project overview

民为国基，谷为民命，粮食事关国运民生，是国家安全的重要基础。而耕地是粮食生产的命根子，是中华民族永续发展的根基。2020年11月4日国务院办公厅印发了《国务院办公厅关于防止耕地“非粮化”稳定粮食生产的意见》，在此背景下，政府要求湖海塘公园进行综合改造，重点提出将其部分绿地恢复为具有粮食生产属性和功能的生产用地。

本设计着眼于城市片区绿色发展的宏观视野，尝试将标准农田融入城市发展空间，在满足粮食生产的同时兼顾公园休闲功能，实现生产与生活结合，生产与生态结合，力图在耕地保护和公共空间复合利用方面提供可行的实践经验，同时，使其成为拉动城市片区生态可持续发展的绿色引擎。

The people is the foundation of a state and grain is  life of the people. Food concerns the destiny of a state and the people's livelihood and is an important foundation for national security. On November 4, 2020, the General Office of the State Council issued "Opinions of the General Office of the State Council on Preventing the "Non-Food Utilization" of Cultivated Land and Stabilizing Food Production", It is under this background that the Huhaitang Park requires reconstruction and agricultural land rehabilitation, restoring the cultivated land attribute and function of part of the green space in it   for food production.

The design attempts to integrate the strict standard farmland into the urban space so as to keep the leisure function of the park while meeting food production. This pratice is conducive to realize the combination of production and life and the combination of  production and ecology, thus providing valuable practical experience in the protection of cultivated land and the compound utilization of public space. 

实 践 途 径

Design strategy

1.设计依托公园原有的地形地貌，保留现状园路为骨架，再将农田“嵌入”到公园之中，使“分解”后的农田成小片状梯田的形式坐落在山丘之上，从而以自然贴切的方式最大化地与公园融为一体。新规划的生产机耕路和保留的园路各司其职，相互交织，成为公园新的“服务网络”。

2.土壤改良技术确保现状土壤满足耕地种植需求，通过有机肥和木本泥炭复合施用，有效改良了地表土壤指标从而避免了大量客土成本。运用“海绵城市”技术设置多级滞留、过滤系统，大大缓解水土流失，形成“会呼吸”的生态田园。

3.设计鼓励成立农业运维公司，将农业生产和公园维护整合，通过四季轮作和活动策划激活公园，将改造后的公园打造成具有田园气息，体现农耕文化并与城市居民紧密结合的新都市田园。

1．The design, by relying on the topography of the park and retaining the existing roads in the park as the skeleton,  "embeds" the farmland into the park. The "decomposed" farmland is located on the hill in the form of small terraces, which integrates as much as possible with the park in a natural and appropriate way. The newly planned cultivated land roads for production machines  and the reserved park roads perform their respective functions and interweave with each other, becoming the new service network of the park.

2．The soil improvement technology ensures that the current soil meets planting demand of the cultivated land. Compound application of organic fertilizer and woody peat effectively improves the surface edaphic indicator, thus avoiding a large amount of soil replacement cost. The "sponge city" technology is used to set up a multi-stage retention and filtration system, which greatly relieves soil erosion and forms a "breathing" ecological garden.

3．The design encourages the establishment of an agricultural operation and maintenance company to integrates agricultural production and park maintenance. This practice can activates the park through four-season rotation and activity planning, thereby building the reconstructed park into a new urban garden with pastoral flavor reflecting the farming culture and closely integrating with urban residents.

小 结

Brief summary

随着城乡一体化的不断推进，城市与乡村的深度融合是必然趋势。城市与农田在空间上的良好融合是实现一体化的重要前提。农田将摆脱以往单一的农业属性，在生产、生态、休闲、消费、教育等多方面为城市提供综合服务。现代农业、有机农业在生产技术上的不断发展，结合社区支持农业（CSA）等运作机制的成熟，使得农田融入城市的步伐不断加快，这在城市与土地之间建立起了良性的纽带。

本案例在多方面实践了都市田园理念，力求在城市建设和耕地保护中找到平衡。繁华都市与田园牧歌的和谐交融，为实现高效可持续的城市发展提供了“湖海塘经验”。

With the continuous promotion of urban-rural integration, the deep integration of urban and rural areas is an inevitable trend. The spatial integration of city and farmland is an important prerequisite for the realization of the integration. Farmland will cast off its single agricultural attribute in the past and provide comprehensive services for cities in production, ecology, leisure, consumption, education and other aspects. With the continuous development of modern agriculture and organic agriculture in production technology as well as the maturity of operation mechanism such as community supporting agriculture (CSA)  are accelerating the pace of farmland integrating into cities. This helps establish a benign link between cities and land.

This case has practiced the concept of urban garden in many aspects. The blend of bustling city and pastoral provides the Huhaitang experience for the realization of efficient and sustainable urban development.
